- Outlook limits internet email accounts to 20 MB attachments by default, and iCloud Mail caps messages at 20 MB — this file meets both ceilings before encoding.

- Gmail allows 25 MB of attachments, but after base64 encoding the message carries about 28 million bytes.

Questions
Will Gmail send a 20 MB PDF?
Gmail counts 25 MB of attachments, so 20 MB is within the limit, but other providers in the chain may compare the encoded message size, which is about a third larger.
What about Outlook?
With default settings for an internet account, 20 MB is the ceiling, so this file is the boundary case.
